Rosalia was founded in 1872 and incorporated in 1894. A Fireman's Insurance map dated 1908 shows the project site being used as a blacksmith and wagon shop with a house on the east half of lot 1.

In 1922, Whitman Street was paved along the two and one half blocks that comprised the business section of town at that time. The area paved included the section of road fronting the project site. Photos taken in 1926 show the Texaco sign at this location. The 1928 Fireman's Insurance maps show a building on the site identified as an oil and gas station. A corner block on the existing building is stamped with the date 1923 and likely represents the initial development of the site as a gas station. The gas station closed in the early 1980's. The project site, located in the middle of Rosalia's business district, has been abandoned since that time.
